Green Taxes - Good or Bad?

The spinning of Green Taxes is building to a point where it seems inevitable that Gordon Brown's pre-budget report will signal some sort of commitment.

Unfortunately, because any change in this direction will, inevitably, be masterminded by the arch taxer himself, it seems likely that they will simply be a way for him to raise more money.

If Green Taxes are to be a solution, they must be introduced alongside tax cuts in other areas. There must also be some indication that a long term view is being taken of the changes, such as what beneficial effect the taxes are likely to have and how the decreasing tax revenue which should result from succesful green taxes will be accounted for?

Will any of this happen? History says....
