Police Reductions: How will they spin this?

According to the Conservative Party, ACPO are going to announce a reduction of 25,000 police officers, who will be replaced by an equivalent number of Community Beat Officers. This will cut costs, undoubtedly, but it takes things in a direction the general public just do not want to go. Most people recognise the value of CBOs, but they have no powers of arrest and do not have the same impact on a situation as a Police Officer.

No doubt the Government will claim that there will be no impact and use the rhetoric about record numbers of police officers, without explaining exactly where these officers are and without giving us any detail of the amount of hours spent on the beat.
