Certainly not one where a Media Studies degree rates the same as Maths, History or English, even though an employer rates the latter more strongly&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;When I visited Cambridge earlier this year, I heard an admissions tutor say that they wouldn't look seriously at certain A Levels and that they would give more weight to others.  When it comes down to it, our league tables and how we weight exams must be based around how Universities and employers rate them, not on a piece of wishful thinking from the Government.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Does that make some exams second rate.  Only if people portray it that way.  It is just a case of the right exams for the right students.  The same argument has been made about FE.  There is nothing second rate about FE colleges - they are just as vital as Universities, just different.  We need plumbers just as much as we need teachers and barristers (arguably more than we need barristers).  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;That is the point of education - it is about developing young people and getting them on the stepping stone to the right career.   Part of that is about stretching them and encouraging them to do better. We ignore other models at our peril.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;It is right that we continue to maintain our commitment to the principle of free health care, but we should also be examining what is going on elsewhere and learn and develop where we are.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;There are some ludicrous anomalies in our system.  I have kidney disease, and take blood pressure tablets as a precaution - it is essential that I do so - because high blood pressure and kidney disease don't mix.  I have to pay for my prescriptions, yet diabetics get theirs free.   Asthmatics also have to pay for prescriptions.   I don't begrudge diabetics free prescriptions, but these issues need to be examined and corrected.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;I am pleased the Conservatives have pledged to maintain spending on the NHS.  It is our most essential service - health is everything.  But we need to invest more in prevention to reduce reactive costs.  We must also recognise that, like all Whitehall driven Government, it is massively over bureaucratic and that it is essential to streamline administration so that we can increase the proportion of money spent on the front line.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;For this reason it is critical that we don't just bury ourselves in a debate that suggests the NHS as it stands is the only way. Now, respect to those guys, although important and relatively senior, they are hardly at the top of the tree as far as the MoD goes - which suggests to me that Gordon cannot find anyone of 3 or 4 star rank to support his line.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;His first quote was from &lt;/span&gt;&lt;span class="Apple-style-span" style="line-height: 18px; "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;Air Commodore Simon Falla who said that we had more helicopters than Australia, Canada and Holland.   Great sound bite, but the truth is that we have more troops in Afghanistan than those three countries combined.  This can only have been said to make the aforementioned soundbite.  What other logical reason can there be to quote those countries and not Germany, Poland, Spain etc. etc.?   Troop numbers can be found &lt;/span&gt;&lt;a href="http://uk.reuters.com/article/idUKTRE52H3AJ20090318"&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;here&lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="line-height: 18px; "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="line-height: 18px; "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;The second soundbite was from a Lieutenant Colonel Nick Richardson who said that "&lt;i&gt;helicopters would not have saved the lives of the individuals last week&lt;/i&gt;".  Note "&lt;i&gt;last week&lt;/i&gt;" not that deaths have not occurred in Afghanistan because of a lack of helicopters.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="line-height: 18px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="line-height: 18px;"&gt;It is a real shame that this sort of spin is being used. My concern is that the public will see this for what it is - a political vote that should not have been so, and it will fail to have the positive impact that it desperately needed to have.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;John Bercow must, of course, be given time to show that he is up to it. He then went on to talk about the desire to continue raising schools' funding.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;I am sure this will be of interest to the growing number of schools who have had to make cuts this year to prevent them setting deficit budgets.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The biggest issue with education funding is that too much is managed and controlled from the centre.  Labour want every school to belong to a category of some sort so that they can then dictate how to improve, effectively bypassing the LEAs and the people that know those schools best.  All of this eats money which could and should be passed directly to schools. The idea he is proposing to end KS2 SATs and to test when children enter secondary school is really well thought out.  He quite rightly points out that many good secondary schools already test when children arrive and also that it would free up time at hte end of KS2 for teaching rather than preparing for SATs.  &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;There is anotehr advantage as well.  There is some concern that the knowledge gained from preparing for SATs is often temporary - that it is soon forgotten, because it is about the test rather than in the best interests of the student.  Testing at the start of Autumn term will make sure that it is a test of embedded knowledge. My View</title><content type='html'>The horrific murder of Dano Sonnex has highlighted some issues with the Probation Service.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Until recently I was a Board Member of Cambridgeshire Probation Area.   It was a role I enjoyed, but one that I found really, really frustrating - I enjoyed it because I always enjoy working with dedicated and committed people, and Cambridgeshire had no end of those.  Butthe job was always absolutely undermined by the poor political management at a National level.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The Probation Service is the most centralised, the most socialist, public service I have worked with.  It is totally, totally underfunded, not just in London, but across the Country; and this means that the role they carry out is inevitably undermined.  But it is worse than that, they have centralised IT contracts, centralised estate management etc. etc.  I remember coming across one example where an office could not move a filing cabinet because of the estates contract, but the worse aspects were that staff are working in poor accommodation that is not fit for purpose and which, again, undermines there ability to get the best out of the people they work with.  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;For me, what I saw of the Probation Service was a total reflection of everything that is wrong with New Labour - It also takes the initiative from those Labour MPs who have tried to hijack the current constitutional crisis by bringing forward the Proportional Representation argument.  The reason they want PR is not because it will solve anyhting, except the potential for the Labour Party to be wiped out whenever a General Election is called.&lt;br /&gt;&lt;br /&gt;It is interesting that none of what he said today was partcularly new, in fact many of his points were used as part of his campaigning when he was elected as leader and were taken from &lt;a href="http://wapedia.mobi/en/Direct_Democracy"&gt;Direct Democracy&lt;/a&gt;, a movement founded by &lt;a href="http://www.douglascarswell.com/text.aspx?id=1"&gt;Douglas Carswell MP&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Douglas Carswell is having a good crisis.  Firstly, he was the one strong enough to stand up and be counted when it came to the need for the speaker to go, and now we see his methodology leading the Conservative Party towards General Election victory.  I am pleased, because although he is a bit of a renegade, he is so because he believes in his ideals. Then the PM copied it and seems to be taking the credit.  It is really disappointing.  Gordon has dithered, Dave was decisive.&lt;br /&gt;&lt;br /&gt;I am also unsure how the PM can punish MPs.  It seems that they acted within the rules, even if not within the spirit of them.  So Parliament has no power, whereas David Cameron and the whips can withdraw the whip - Gordon Brown's announcement may prove to be toothless. As David Cameron has done the sensible thing and moved the agenda to the centre ground and reinvigorated the party's commitment to localism and social justice he has sounded more and more remote.&lt;br /&gt;&lt;br /&gt;Today he has suggested that people should vote for anyone other than the three major parties in the Euro elections and obviously a number of people in the party are a little peeved, with some, &lt;a href="http://conservativehome.blogs.com/thetorydiary/2009/05/if-mps-are-disciplined-over-todays-expense-allegations-i-fear-lord-tebbit-must-join-them.html"&gt;including Conservative Home&lt;/a&gt; suggesting he should have the whip removed.&lt;br /&gt;&lt;br /&gt;Tactically this might be a sensible thing to do. It would provide a significant signal that the Conservatives have moved on. But, we are also a party that has accomodated a range of views and opinions and it is healthy to have a voice that offers challenge and debate from within. Norman Tebbit has done that successfully for a long time and I think it would be wrong to ditch him as a result.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;However, the Conservatives do need to make sure that the message about leaving the EPP gets out to the electorate though as a way of countering the threat from UKIP and showing that we are taking a solid, practical Eurosceptic stance. Don't give any credence to what the Chancellor says in the budget speech. The Prime Minister is still in denial about the causes of recession and the impacts. The fact this was a quick turnaround from his previous decision to wait for the outcome of a review has already been discussed elsewhere, but I am interested in his motives.&lt;br /&gt;&lt;br /&gt;I am deeply suspicious that hte major part of his proposed changes, that of an attendance allowance, is an idea copied from the European Parliament which, amongst right minded politicians, has a worse reputation in terms of "the Gravy Train", than Westminster.&lt;br /&gt;&lt;br /&gt;I wonder if Gordon Brown's thinking is to propose a change that is unacceptable to the opposition so that he can portray himself as the good guy to the public and to paint the Lib Dems and Conservatives as the bad guys if and when they vote against. &lt;br /&gt;&lt;br /&gt;So, a change that is about securing political advantage rather than doing the right thing. The poor reaction to this story by Brown's cronies means the story is likely to just get worse.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Secondly, there was the decision not to prosecute Damien Green, largely because the claims for the reason for the arrest and investigation were exposed for being totally exaggerated, by both a &lt;a href="http://www.parliament.uk/parliamentary_committees/home_affairs_committee/090415.cfm"&gt;commons select committee&lt;/a&gt; who said:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;"growing frustration in the Home Office and Cabinet Office about the leaks may have led officials to give an exaggerated impression of the damage done by them, and that it was "unhelpful to give the police the impression that the Home Office leaker(s) had already caused considerable damage to national security"&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;and by the &lt;a href="http://news.bbc.co.uk/1/hi/uk_politics/8001747.stm"&gt;Crown Prosecution Service who said:&lt;/a&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;/blockquote&gt;&lt;em&gt;"I have concluded that the information leaked was not secret information or information affecting national security."&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;My own view is that this was misguided politics, someone thought an arrest would put others off from leaking (actually delivering a decent Home Office might be a good start). It was a political arrest, carried out by a politicised police force that should have had the guts to stand up and say no, a police force that is still too focused on serving the Home Office and insufficiently focused on serving the people of Britain.&lt;br /&gt;&lt;br /&gt;That view is further supported because it now transpires that the police searched for links with the Head of &lt;a href="http://www.liberty-human-rights.org.uk/"&gt;Liberty&lt;/a&gt;, Shami Chakrabarti. I often disagree with what Liberty say, but there is no way they could ever be considered a security threat, in fact they have proved important in holding Governments to account (of all colours). Not only does this issue cast the Labour Party in a poor light (and especially Jacqui Smith) it also provides yet more evidence that we need locally elected Sheriffs to oversee our police and to loosen the ties between the police and Central Government. The controversial but serious question that needs to be asked is how big a step is it between a politically encouraged arrest and planting evidence?&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Yesterday we saw the &lt;a href="http://news.bbc.co.uk/1/hi/uk/8005581.stm"&gt;resignation of Alice Mahon &lt;/a&gt;a former MP and a member of the Labour Party for 50 years, all this because of the state of Brown’s leadership and the party Nationally. Coupled with this is unrest about the discovery that a ballot box located at Labour HQ and containing postal votes for the election of the Labour Candidate for Erith and Thamesmead &lt;a href="http://news.sky.com/skynews/Home/Politics/Labour-Party-Cancels-Vote-To-Select-A-Parliamentary-Candidate-After-A-Ballot-Box-Seal-Is-Broken/Article/200904315264333?lpos=Politics_First_Poilitics_Article_Teaser_Regi_2&amp;amp;lid=ARTICLE_15264333_Labour_Party_Cancels_Vote_To_Select_A_Parliamentary_Candidate_After_A_Ballot_Box_Seal_Is_Broken"&gt;had been interfered with&lt;/a&gt;. In fact there are stories that the ballots within it were actually torn up.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;These events on their own are significant enough, but if you pull them together they paint a horrific picture about the state of the Labour Party. They expose huge divides and control freakery that has been at the heart of everything they have done for the last 7 or 8 years. One of the things that has been exposed as a result of the McBride affair is that this sort of briefing has been happening at the expense of out of favour MPs and Cabinet Members for years. Damien Green’s arrest was all about the Labour Party losing control of the media agenda on Home affairs (which they haven't had for years). The problems with the elections of party candidates is all about the spat between the Brownites and the Blairites (The leading candidates are the daughter of a once leading Blairite, and someone sponsored by Unite, who are now, of course, fronted by arch-Brown Supporter, Charlie Whelan).&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;More importantly, absolutely none of this has anything to do with delivering for the people of Britain, absolutely none of it has anything to do with getting our economy out of a mess that Gordon Brown created by being wasteful during his time as Chancellor. In fact all of it shows that delivering is the last thing that is on their minds. That has meant that I have been able to take a view based solely on what I have read and seen.&lt;br /&gt;&lt;br /&gt;Of course this issue asks huge questions about Gordon Brown and the operation he has built around him at Downing Street. There are rumours and counter rumours that one of his most trusted elected allies, Tom Watson is at the heart of this scandal (and of course his lawyers have put out a statement denying his involvement). Irrespective of this, Gordon Brown must get rid of him; he has now become associated with the disgraceful conduct of Brown's premiership and until Brown makes a clean break with all of his cabal, the Office of the Prime Minister will continue to be tainted - and rightly so. In fact, I suspect and hope that Brown will now be haunted by this until the moment he leaves office (the sooner the better) and beyond.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;There is loads about the "smears" that disturb me. To falsely paint pictures about people elected to public office is corrupt, there is no other word to describe it. Even worse is to falsely paint pictures about the spouses of those elected to public office, that is both cowardly and beneath any person with an ounce of decency. I suspect the George Osbourne would agree with me.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;One of the reactions to Guido's many posts and his role in exposing McBride was to dismiss the expose as simply from a Conservative supporting blog. That Guido is a Conservative supporter is true, but the reason his blog is the first that I look at every evening is because his raison d'etre is to expose the worst aspects of our political system and he has attacked politicians of every background in that respect - Guido is interested in improving the way politics is transacted across the board, &lt;a href="http://www.order-order.com/2009/03/spelman-ruling-establishes-important/"&gt;his record &lt;/a&gt;is evidence of that, that impartiality is something that Fleet Street lacks. Indeed, as others have started to point out, he has done the job that Fleet Street has failed to do, because they were all too willing to lap up the political tittle-tattle that they were fed rather than challenge and investigate.&lt;br /&gt;&lt;br /&gt;Of course, fear of having access to the lobby withdrawn was another reason they failed to challenge, the fact that they succumbed to these threats rather than challenge says it all. Let's not forget that it was Blair who started the spin and, although his office may not have been guilty of anything quite this shocking, they certainly were not averse to their own whispering campaigns and the lobby threat existed long before Brown became PM. This is a New Labour problem, not just a Gordon Brown problem.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Today we hear that Sir Gus O'Donnell, the head of the Civil Service has decided that there are &lt;a href="http://www.order-order.com/2009/04/smeargate-still-rumbles-on/"&gt;no grounds to investigate the scandal&lt;/a&gt;, largely because he has chosen to believe Tom Watson. It is a shame, the public need to know &lt;em&gt;beyond doubt&lt;/em&gt; exactly who was involved in the smears and the only way to achieve that is to investigate and examine computers. That fact that we read in the Mirror that &lt;a href="http://blogs.mirror.co.uk/mirror-images/2009/04/derek-draper-labour-spin-docto.html"&gt;Derek Draper took his desktop PC &lt;/a&gt;for a ride today is surely more evidence.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We also hear today that &lt;a href="http://news.sky.com/skynews/Home/Politics/Smear-Emails-Gordon-Brown-Says-Sorry-For-Scandal-That-Led-To-Resignation-Of-Aide-Damian-McBride/Article/200904315263030?f=rss"&gt;Gordon Brown has apologised&lt;/a&gt;. He now he needs to write to everyone who was smeared and apologise properly. But we should not forget that the apology came because it was forced out of him, not because he wanted to make it. We'll know what he truly thinks when and if he gets rid of Tom Watson, because that is the only thing that could signal a complete change in the way Number Ten operates.&lt;br /&gt;&lt;br /&gt;Edit/Update:   I have just been reading Brown's apology again.  It is an amazing contradiction.  &lt;a href="http://news.bbc.co.uk/1/hi/uk_politics/8002085.stm"&gt;Brown's quote is:&lt;/a&gt; "I take full responsibility for what happened. That's why the person who was responsible went immediately." &lt;br /&gt;&lt;br /&gt;If Gordon believes the person responsible should be out of office (which his statement suggests is the case) and that he takes full responsibility (which his statement is unambiguous about), surely the outcome is that he resigns?&lt;br /&gt;&lt;br /&gt;Clear as mud? But, they have a right and a responsibility to provide moral challenge, even if I disagree with them. Today I find myself supporting them.&lt;br /&gt;&lt;br /&gt;In today's Mail on Sunday the Archbishop of York has set out his reasons why &lt;a href="http://www.dailymail.co.uk/news/article-1167558/Archbishop-York-calls-St-Georges-Day-unifying-public-holiday.html"&gt;St George's Day should be an English Public holiday. &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;This has been needed for years. Since 1998 the rights of the Welsh and Scottish to determine more of their own laws has developed (and if that is their wish I have no complaint) yet the ability for Scottish and Welsh politicians to interfere in matters that affect only English people has not been reduced one iota - THAT is wrong.&lt;br /&gt;&lt;br /&gt;It is no surprise that over that same period St George's day has grown in stature as a way for the English to stamp their right to their own identity. St George's day events are now common, and it is about time it was formally recognised as a day for the English to be proud of who they are.&lt;br /&gt;&lt;br /&gt;On 23rd April I &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;will&lt;/span&gt; be attending what I hope is now &lt;a href="http://www.saxon747.com/en/is/"&gt;Saxon&lt;/a&gt;'s annual St George's Day gig. Can't wait.
