Megan's Law - Popularity or Reason?

Dr John Reid's statement of support for Megan's Law was widely reported yesterday. There are difficult arguments on both sides of this debate, although it seems that the public as a whole strongly support its principles.

My concern is that the timing of the Home Secretary's announcement suggests that this is all about saying the right thing to improve his popularity and the reputation of his department and nothing to do with the rights and wrongs of the argument.

If this is the case it is absolutely the wrong way to make Law.
