Energy Efficiency Ratings for Homes - Who Pays?

The idea of giving homes Energy Efficiencies is widely reported this morning. It is an interesting idea, but all the Government hype about the scheme has failed to answer an important question; who pays?

Judging by the way it will be done, using an independant advisor and that it will be part of hte sellers inforation packs, it is certainly going to be the seller. I don't know whether this is a bad thing or not - it just needs to be made plain.
