Blair promises to debate. Again

More than 9 years after promising to be tough on crime etc. Blair has now said that there needs to be a debate about the criminal justice system, because it is seen as too soft.

You remember they promised to debate when they had the Big Conversation in 2003 (which they promised was not a gimmick!) and they have been running a "Let's Talk Campaign for a little while now too. Why does he think people are stupid enough to believe that he will debate with us this time.
